New Homeowners Must File by Saturday, March 14, to Get Owner-Occupied Property Tax Reduction

PIERRE, S.D, — Homeowners living in a different or new home this year are advised that the deadline for filing the owner-occupied, single family dwelling certificate is Saturday, March 14 (postmarked). The certificate allows homeowners the eligibility for a property tax reduction.

Any South Dakota homeowner who owned and occupied a home on Nov. 1, 2014, is eligible for this classification and the property tax reduction. Taxpayers that have received the reductions previously, and still own and occupy the same home, will continue to receive the property tax reduction without having to filing a new certificate.

“As far as tax relief, owner occupied status is easy to get,” Wendy Semmler, Property Tax Program manager at S.D. Department of Revenue, said. “Simply call the county director of equalization and complete the required form.”

The 2015 valuation notices sent to taxpayers beginning March 1 will indicate if the property classification is owner-occupied. Homeowners are advised to check their notices and make sure their property is classified as owner-occupied.

Taxpayers who have purchased a home, have built a new home prior to Nov. 1, 2014, or have previously not applied for the classification must apply to their county director of equalization.

To obtain a form or ask questions regarding the owner-occupied certificate, homeowners are encouraged to contact the county director of equalization in the home’s county or call the Property and Special Taxes Division of the South Dakota Department of Revenue at 605-773-3139.

The form is available on the Department of Revenue web site at:

The U.S. senate last Wednesday failed to override President Barak Obama’s veto on a bill to construct the Keystone XL pipeline.

Lawmakers in the Senate voted 62-37 failing to get the 66 votes needed to override the veto.

Members of the South Dakota delegation in Washington said they remain optimistic the project can ultimately proceed.

“We are going to continue to push it,” said Sen. John Thune.

“I can’t predict at this point what it might be. All I know is we’re going to be looking for opportunities to push this issue forward and put it in front of the president.”

Rep. Kristi Noem said she is confident Keystone would come before Congrss again this year.

Sen. Mike Rounds said some lawmakers have talked about adding Keystone to long term transportation funding bill because it would garner bipartisan support.
